For local PBS broadcasts, check out the PBS Kids listing. Besides the old standards of Mister Rogers and Sesame Street, PBS has a fabulous variety of children's programming, which you can look up using this link. I watched the very first Sesame Street as a child. My mom was quite excited about the new show at the time, and I understand why. One nice thing about PBS is that your children don't get bombarded by marketing. A show that is on right now is called Between the Lions, where Lion puppets "read between the lines" by reading books. Well, they put it on a stand and a cartoon shows, but it is pretty educational. They also go over words and pronunciation, among other things. For more on this show, see here.
